PROBLEM TO BE SOLVED: To prevent a water barrier sheet from getting out of a fixing part while relaxing the stress applied to the sheet. SOLUTION: An anti-slip sheet 12 having an uneven surface is joined to the end part of a sheet body 11 to increase the friction resistance force of the sheet itself to prevent the sheet body from getting out of the cavity 5 of a slope face 2 and a tensile force relaxing sheet 25 is joined to the end part of the sheet body 11 and, even if shrink stress acts on the sheet body 11 by the falling of temperature, it is relaxed by the relaxing sheet 25 to prevent the breaking of a sheet 1.
