PROBLEM TO BE SOLVED: To provide a nonmetallic tire antiskid device reinforced with short fibers without using any reinforcing cord and ensuring an fittability to a tire and tensile strength. SOLUTION: In the tire antiskid device 1 in which the outer circumference of a tread is covered with a band-shaped body 2 made of an elastic material mixed with short fibers F instead of a reinforcing cord and the band-shaped body 2 is strained and fastened via hooking parts C, C' formed on both sides of the band-shaped body 2, the band-shaped body 2 is constructed of double-layer structure consisting of a high mixture layer having a high mixing ratio of the short fiber F and a low mixture layer having a lower mixing ratio. In the vicinities of the hooking parts C, C' of the band-shaped body 2, the mixing ratio of the short fiber F is increased in comparison with that in other areas.
