A telecommunications network (10) can be modeled by the combination of a routing function (38) and a network sizing function (40). The routing functi on (38) simulates the network over which call events, generated by an event generato r (42) are dynamically routed. A performance evaluator (46) within the routing function (38) measures the performance of the network and advises the sizing function (40) whether the performance is within a prescribed tolerance. If the performance is not with in the prescribed tolerance, the sizing function (40) increases the size of the sim ulated network until the performance is within the prescribed tolerance.
