PROBLEM TO BE SOLVED: To provide a method of decomposing PCB stored in a high- concentration liquefied condition by efficient dechlorization at 100 degrees C or lower. SOLUTION: A sulfuric acid prepared liquid 2 is heated, an aluminum rod 3 is immersed in the sulfuric acid prepared liquid 2, a DC current is distributed in a positive electrode 4 using the auxiliary aluminum rod and a negative electrode 5 and then a ultrasonic vibrator is operated. The sulfuric acid prepared liquid 2 reacts with the aluminum rod 3 to produce hydrogen radicals which severely generates fine hydrogen bubbles. When PCB is gently poured therein, the number of bubbles are increased to form a bubble layer 7. The PCB gradually is decomposed while passing through the bubble layer 7 formed by the sulfuric acid prepared liquid 2.
