SOLUTION: This heat insulating sheet is formed by dispersing empty particles 1 in a resin layer 2 and by shaping the dispersion into a sheet-like form. The thin heat insulating sheet having a desired thermal insulation performance can be obtained by optionally changing the diameters and/or dispersion ratio of the particles 1.
