PROBLEM TO BE SOLVED: To provide a foamable ire-retardant coating composition to be applied to a waterproof sheet, having improved adhesivity to the sheet and water- resistance and enabling outdoor use. SOLUTION: The objective foamable fire-retardant coating composition is produced by using a vinylidene chloride polymer, copolymer of vinylidene chloride and an acrylic monomer or an ethylene-vinyl acetate emulsion as a main component and mixing 100 pts.wt. of the main component with 5-25 pts.wt. of a self-emulsifiable epoxy resin, 150-300 pts.wt. of a processed phosphoric acid compound, 100-200 pts.wt. of a polyhydric alcohol, 100-200 pts.wt. of an amine compound, 50-150 pts.wt. of silica sand and water. The coating composition is applied to the exposed waterproofing layer of a building at a dried film thickness of >=0.5 mm.
