PROBLEM TO BE SOLVED: To provide a device for making a peripheral face packing material removed from a packing roll less bulky for easy handling. SOLUTION: A peripheral face packing material 3 paid out from a packing roll is guided downward by a guide table 14 to be wound up in an oblong shape around a pair of winding rods 21, 21 provided below. After this the material 3 is discharged by a discharge means 36 for making it oblong and flat, and thus less bulky.
