PURPOSE:To improve reproduced voice quality corresponding to the condition of a radio line with adverse line quality and to improve speaking quality and transmission efficiency corresponding to a traffic amount concerning the analyzing and synthesizing system voice coding communications of a low bit rate. CONSTITUTION:This device is provided with a coding speed controller 13 for outputting a coding speed control signal e1 selecting one of over two kinds of coding speed decided in advance corresponding to a signal d1 from a line control processor for monitoring the line quality and the traffic amount at all times. Then, the coding speed is changed by applying the control signal e1 to circuits following a DCT coefficient divider 14 for dividing and coding a DCT coefficient c1 provided from a DCT equipment 12. |
