PROBLEM TO BE SOLVED: To provide a cell changing device capable of satisfying the request quality of each class in any case while the use efficiency of a buffer is high. SOLUTION: The buffer is taken back from a class to which the buffer is excessively allocated at congestion by making the buffer shared between classes by allocating an address regardless of a priority class as long as an idle address exists in an idle address pool 5 when an effective cell is inputted and by further reading a previously queued address from address queues 6A and 6B where the number of stored cells surpasses a threshold previously set in accordance with request quality and allocating the address when the address does not exist any more in the idle address pool.
