PROBLEM TO BE SOLVED: To provide a data mining device and method for extracting the pattern of a label value highly frequently appearing under the consideration of a time when any influence is transmitted between spots from the time-sequential data of label values obtained at plural spots in a space, and for extracting a temporal correlation rule by except a rule without dependency due to the constraint of the transmitting time between the spots and a recording medium. SOLUTION: A calculating means 3 calculates a distance between respective spots based on spatial information held by a map information holding means, and calculates an inter-spot medium transmitting time by dividing the distance between the spots by a medium transmitting speed based on the distance between the spots and the medium transmitting speed in the space. Then, the set of highly frequent label values is extracted under the consideration of the inter-spot medium transmitting time from the time-sequential data of the label values held in a label value series holding means 5, and a rule in an if-then format is generated based on the set of the highly frequent label values by a label value generating means 6 to a rule extracting means 12.
