PROBLEM TO BE SOLVED: To study the relation between transfer start voltage, transfer finish voltage and sign change voltage by considering the sign change of the electric charge of a toner layer depending on transfer voltage in the case of transferring an electrostatic toner image, and to examine a potential difference in an air gap layer incidental between the toner layer and a recording medium layer so as to avoid Paschen discharge caused in the air gap layer. SOLUTION: Pre-transfer electrification is performed on the surface of the toner layer after developing. By properly selecting the pre-transfer electrification amount, the potential difference in the air gap layer becomes 0 V under a condition that transfer efficiency is maximum.
