METHOD FOR SETTING UPDATE NUMBER OF EMM, EMM BROADCAST METHOD AND BROADCAST SYSTEM

PROBLEM TO BE SOLVED: To provide a broadcast system that divides information into a plurality of EMMs and transmits the EMMs. SOLUTION: A transmitter side device 1 is provided with an EMM generating means 11 that generates EMMs, an EMM division means 15 that divides an EMM requiring more information amounts than a prescribed amount, and an update number assignment means 13 that assigns an update number consisting of a number part and a flag part to the EMM. A security module 3 at a receiver side is provided with an update number discrimination means 23 that discriminates the necessity for processing the EMM on the basis of a numeral of the number part of an update number of the EMM, and an EMM flag management means 25 that discriminates the necessity for processing the EMM on the basis of a flag of the EMM update number. Update numbers with the same numeral in the number part but denoting the difference of flags of the flag part are given to EMMs that are divided and continuously transmitted. The receiver side checks the numerals of the number part and the flag positions of the update numbers to be able to process a plurality of the EMMs without exception and can preclude duplicate processing of them.
