PROBLEM TO BE SOLVED: To transmit a telegraphic message to a center terminal, even if it is a member's net contract. SOLUTION: When a network control unit 3 is to transmit a telegraphic message to a center terminal 1, an incoming number generating means 8 reads the presence/absence of correspondence to member's information in a members storage means 9. Thus, in the case of presence of correspondence to the member' s information, the incoming number generating means 8 adds '0' to the head of the telephone number of the center terminal and can transmit the message to the center terminal 1, while including it in the incoming number information of SETUP.
