PROBLEM TO BE SOLVED: To provide a digital-to-analog converting circuit which has low power consumption, can operate fast, and has simple constitution, and can be actualized on a substrate, etc. SOLUTION: A capacitor 2 is electrostatically charged with a pulse voltage inputted in a charging period, and the analog voltage of the capacitor in a holding period is an output voltage. The pulse width of the input pulses is controlled according to a digital signal and then electric charges are accumulated by an amount corresponding to the pulse width, so the potential of the output voltage corresponds to the pulse width. Judging from the circuit constitution, no DC current flows, so it is not necessary to accumulate electric charges more than needed and then D/A conversion can be performed with small power consumption. Further, the circuit constitution is simple and a nonlinear element can be formed by a simple process for laminating metal and an insulator, so that the circuit can be formed even on the display panel of a liquid crystal display device.
