PROBLEM TO BE SOLVED: To provide a manufacturing method of a cloth roller bearing capable of preventing the occurrence of a crack at quenching time for enhancing hardness of orbital planes. SOLUTION: In a manufacturing process of the cloth roller bearing 1, a quenching part 33 having high hardness is formed on the orbital planes 31, 32 formed on an inner race 3 by applying high frequency quenching. Similarly, a quenching part 73 having high hardness is formed on a surface 7b for forming a part of an orbital plane formed on a plug 7 for blocking up a roller inserting groove by applying the high frequency quenching.
