<p>PROBLEM TO BE SOLVED: To transmit a transmission unit in a forcedly short elapsed time, also to collectively transmit short data and to improve transmission efficiency by lowering the overhead of division transmission. SOLUTION: This system with a configuration which makes data from an inputting means redundant and encoded the and performs packet transmission, is provided with a buffer storing these data in the unit of a prescribed length, a data storing and forced transmission instructing means which performs force division encoding and makes a transmission instruction (S15) when a prescribed time passes from the initial time when the data are stored in an empty buffer (S14) and a data encoding dividing means which makes the data of a prescribed length from the buffer redundant and encoded.</p> |
