PROBLEM TO BE SOLVED: To provide an image processing that sets a compression rate of a compressed image in response to the importance of an image and changes the compression rate of the compressed image with a simple method depending on the set composition rate so as to obtain a new compressed image. SOLUTION: A compression rate decision section 503 receiving compression image data decides whether or not the compression rate of the compressed image is to be revised according to the attribute of the image. In the case of revising the compression rate, a compression rate revision means 507 reduces a sub band of a high frequency component of the compressed image data or a low-order bit plane so as to increasingly reverse the compression rate of the compressed image.
