PROBLEM TO BE SOLVED: To provide a thermal fixing roll in which a resistance heating element, an electric insulating layer and a core bar are brought into contact with each other evenly and uniformly, and to provide its manufacturing method and an image forming device. SOLUTION: In this thermal fixing roll 10 having the resistance heating element 3 through the electric insulating layer 2 on the inner peripheral surface of a cylindrical core bar 1, the layer 2 is constituted of water repellent resin and the core bar 1, the layer 2 and the heating element 3 are brought into contact with each other. The contact structure of the core bar 1, the layer 2 and the heating element 3 is obtained by pressing the heating element 3 and the layer 2 constituted of the water repellent resin to the inner peripheral surface of the core bar by pressure generated by a fluid such as air or liquid and sticking and fixing the core bar 1, the layer 2 and the heating element 3 in such a state.
