PROBLEM TO BE SOLVED: To realize a conductive roller 1 having a stable volume resistivity under wide environmental conditions from low temperature-low humidity to high temperature-high humidity. SOLUTION: In a conductive roller for giving electric charge, a conductive elastic layer 3 is formed on the outer peripheral surface of a conductive shaft body 2, and a resistance regulating layer 4 is formed on the outer peripheral surface of the conductive elastic layer 3. When the resistance regulating layer 4 is manufactured, carbon black is added-dispersed as a conductive filler, in a base resin the volume resistivity of which exceeds 1013Ω.cm, for example, a carbonate polyurethane, and the volume resistivity of the resistance regulating layer 4 is determined to be 1010 to 1013Ω.cm. An electro-static latent image on a photosensitive body is developed by a negatively polarized toner of a developing device, transferred on a recording paper by means of a transfer roller, and a residual toner positively polarized comes into contact with the conductive roller from a charged roller, is negatively polarized and recovered by the developing device. Thus, cleaner-less cleaning becomes possible.
