PROBLEM TO BE SOLVED: To provide a device for setting a supervised area in a video image of a supervisory camera especially with respect to a video automatic supervisory system that sets a supervised area in the video image of the supervisory camera and detects a change in the image in the supervised area through image processing so as to detect an abnormity and to provide its method. SOLUTION: A supervised area setting device 10 consists of a video input section 11, an image processing section 12, a camera parameter calculation section 13, and a supervised area setting section 14, the video input section 11 receives a video image of a supervisory camera 20, the image processing section 12 detects markers at 3 points on a supervised object horizontal plane through image processing, the camera parameter calculation section 13 calculates a camera parameter by utilizing that the 3 points are arranged on the horizontal plane at an equal interval and using camera height information, and the supervised area setting section 14 sets a supervised area formed by a straight line tying the markers of the 3 points and a straight line in parallel with the marker line at a prescribed interval by using the calculated camera parameter.
