PROBLEM TO BE SOLVED: To provide a terminal controller which permits terminal equipment to conduct an operation fitted to terminal equipment when the controller is applied to various terminal equipment. SOLUTION: The terminal controller 1 has a communication function part 11 for conducting communication with terminal equipment 2, a control conduction part 12 controlling terminal equipment 2 and a data storage part 13. Terminal equipment 2 has a processing function part 23 conducting a prescribed terminal processing function, a communication function part 21 conducting communication with the terminal controller 1 and a control conduction part 22 sending terminal information showing the type and the performance of terminal equipment to the terminal controller 1 and controlling the processing function part 23 based on a terminal control function that the terminal controller 1 conducts in accordance with terminal information.
