PROBLEM TO BE SOLVED: To provide a dynamic secure group mobile communication system that can make encryption communication between optional wireless terminals and conceal the terminals conducting the encryption communication. SOLUTION: Prior to communication between terminals A, B, an encryption key Gka of a group (a) is encrypted by a terminal key Kb specific to the terminal B to obtain a key Kb (Gka). A destination terminal ID (B) is attached to the key Kb (Gka) and the resulting key is encrypted by a group key GKb of a group (b) to obtain a key GKb (B, Kb (GKa)). A group ID (Gb) is attached to the key GKb (B, Kb (GKa)) and the resulting key (Gb, GKb (B, Kb (GKa))) is sent to the terminal B. The terminal B decodes it to obtain the group key Gka. The terminal B belonging to the same group (a) can communicate with the terminal A. Since the destination is encrypted by the group key, the act of communication addressed to the terminal B can be concealed.
