PROBLEM TO BE SOLVED: To prevent supply-stopping of a resin chip in a resin chip supply part by reliably discriminating quality of the resin chip, supplied from the resin chip supply part to a resin-sealing part. SOLUTION: Resin chips 38 lined up on a lining-up track 4011 near a component delivery port 402 of a parts feeder 401 are imaged with an imaging camera 42, and this picture image signal is taken in an image processing device 44 and converted into input image data required for discrimination of the form for each resin chip. Then the respective input image data corresponding to each resin chip is compared with standard image data stored in a memory 441 in advance, in response to a timing signal from a timing signal sending means 48, and whether the resin chips 38 from a resin chip supply part 40 suit or not is judged for each resin chip. By operating a discharge means 50 for resin chips of a different kind, based on the result of this judge, a resin chip of a different kind and that chipped off are discharged outside of the parts feeder 401.
