PROBLEM TO BE SOLVED: To provide an electrolytic capacitor, where charging and discharging and ripple current characteristics can be markedly improved by preventing generation of coating film on the cathode due to the structure of a capacitor element to, when discharging. SOLUTION: In an anode, the surface of an aluminum foil is subjected to roughening, an anode oxide coating film is formed on the surface of the foil, and an anode terminal is formed on the proper part of a surface of the film. In a cathode, the surface of an aluminum foil is subjected to roughening, and a cathode terminal is formed on a proper part of the surface of the foil. The anode and cathode are wound or laminated interposing a separator between them and impregnated with electrolytic solution for driving, and surface roughening is performed at least on the cathode terminal is surface which is in contact with the separator.
