PURPOSE: A method and an apparatus for managing vehicle resources for traffic control and automatic search of criminal vehicles are provided which is set around a driving lane of a road to analyzes video signals of vehicles passing through a supervision area to store number plate, and extracts and stores video information of a person in a criminal vehicle to provide the video information as materials for arresting criminals. CONSTITUTION: A video signal of a vehicle passing a searching area is obtained. Then, the obtained video signal is analyzed to extract the plate of the vehicle and the vehicle number is converted into characters. Materials are exchanged with another system to obtain criminal vehicle lists. The vehicle number is stored and the criminal vehicle lists are searched to judge if the vehicle is a criminal vehicle or not. A vehicle judged to be a criminal vehicle is reported and other arrangements are performed.
