SOLUTION: A member who exhibits a commodity to auction proposes a loan to a loan reception part 231 that accepts the proposal after confirming that the member has no penalty by a penalty management part 253. A loan amount decision part 235 calculates an amount equivalent to the lowest contract price (reserve price) and a loan permission part 237 examines the exhibiter and then a loan processing part 233 loans the exhibiter with the auction period defined as a loan period. When the repayment of the loan is delayed, the part 253 inhibits the subsequent exhibition, tenders, contracts and loans to impose a penalty on the exhibiter. |
