An electrochemically driven syringe pump (10) for infusion of medicament wherein the pump has a detachable barrel (14) in which medicament can be stored and subsequently infused. A cap (80) has a charge transfer medium reservoir (82), where an aperture (84) has a rupturable perforatably sealed cover, wherein surrounding the medium storage area (82) and perforatable seal (86) is a medium delivery apparatus (88) which further consists of a capillary active blotter assembly (88), which upon perforation of the rupturable seal (86) is operative to effect delivery of the charge transfer medium from the reservoir (82) to the electrochemical cell housing (54).
