An apparatus and method for application of adhesive-backed elements to a moving web or articles makes use of a rotary cutting cylinder to cut elements of desired shape from an input web, and a vacuum drum to receive the elements and deliver them to an output web, such as a web of diaper stock. The vacuum drum is servo controlled so that the vacuum drum accelerates to deliver of adhesive-backed elements to the output web, and decelerates to receive adhesive-backed elements from the rotary cutting cylinder. In particular, rotation of the vacuum drum is controlled to substantially match the surface speed of the rotary cutting cylinder to receive the elements, and substantially match the surface speed of the output web to deliver the elements. In this manner, the elements can cut to a desired shape and placed on the output web with precision and increased throughput.
