PROBLEM TO BE SOLVED: To record and reproduce video signals on a magneto-optical disk with higher quality. SOLUTION: Recording and reproduction are repeated to a test area 30a including a land area and a groove area provided on a magneto-optical disk 30 while changing recording laser power on a plurality of stages. By using reproduced signals provided thereby, a code error rate calculating circuit 56 measures the bottom error rate of reproduced signals in the land area and the groove area and an optimal recording laser power at the time of the bottom error rate and records video signals on the area of the lower bottom error rate with the optimal recording laser power.
