Production of a non-grain oriented hot-rolled magnetic steel sheet comprises: rolling a pre-material containing (in wt.%) 0.0001-0.05 C, not more than 1.5 Si, not more than 0.5 Al (where (% Si) + 2(% Al) is not more than 1.8) and a balance of iron to a thickness of not more than 1.5 mm; and deforming in the mixed austenite/ferrite region to give a mold change iota H of less than 35 %.
