PURPOSE: A system for building a plug-in type web contents is provided to convert a free site of a current operating site into a charged site using a simple method and minimize a source revision. CONSTITUTION: An activex component is operated when a user(1) is connected with a site in which a billing system is installed and performs a log-in. In the case that the user(1) uses the site and watches a charged site, the activex component transmits information the charged information to an accumulated fund check program of the billing system. The accumulated fund check program checks information for determining whether the charged contents are used. The user(1) charges money using an advance and future payment(9) when the remainder is deficient, and is connected with corresponding sites(2,4,5) through the Internet. When the user(1) is connected with a portal site(5) or a CP(Contents Provider) affiliated company(4) and uses contents information, information regarding the user(1) is transmitted by the activex component and a site code and user information are transmitted by the plug-in. A contents key and a contents number are also transmitted to a billing server(6). The billing server(6) checks whether the user(1) uses the charged contents using the accumulated fund. If the accumulated fund is less than the billing money, the billing server(6) checks whether information of the user(1) exists in a repetition billing preventing period. If information of the user(1) exists in a repetition billing preventing period, the billing server(6) displays that the accumulated fund is less than the billing money and is returned to a previous web page. All data and information used in the billing server(6) are stored in a DB(7).
