PURPOSE: To provide a network control system which can correctly control equipment to be controlled connected to a network, even if the remote controller of the equipment is of a different specification and can give an instruction from a controller even when operation is such time-dependent operation that an operated part have a plurality of functions, according to the operating time and a device and controller used for the system. CONSTITUTION: A network system is constituted, in such a way that a specific time interval indicating the transmitting interval of a message which is transmitted and received through a transmission line when the user of a network control system operates a remote controller is decided, and when the user operates the remote controller, a controller converts the signal received from the remote controller into a message containing the operational information of the user and transmits the message to a device based on the specific time interval, according to the operation made by the user. The device is constituted to receive the message and to operate according to the operational information based on the specific time interval.
