ENCODING/DECODING METHOD FOR GRACEFUL DEGRADATION IN OPERATION OF IMAGE COMPRESSION SYSTEM

PURPOSE: An encoding/decoding method for graceful degradation in operation of an image compression system is provided to be useful for multimedia encoding/decoding having non-defined operation demand for decoding a bit stream, to limit the capacitance of channels and to be useful for security of service quality. CONSTITUTION: An encoder(110) utilizes the graceful degradation of operation by encoding video sequences. The output of the encoder is the coded data of the video sequence output from an encoding buffer(120). The video sequence and the coded data are output to a complexity parameter encoder(130) and then transmitted to a system encoder and multiplexer(140) together with the output of the encoding buffer. A demultiplexer and system decoder(160) receives the system-multiplexed stream wherein the bit stream is inversely quantized into a base stream. The base video stream is output to a decoding buffer(170). A complexity parameter is output to a scheduler and complexity estimator(180). The base video stream is output to a decoder(190) from the decoding buffer. The decoder obtains the graceful degradation in operation by decoding the sub-region of a complete image.
