PROBLEM TO BE SOLVED: To provide a rotating base by which both hands of a user can be made free when a seat body and a leg body are relatively rotated, e.g. in a rotary type chair having an operation lever; and a chair equipped with the rotating base. SOLUTION: On a first member 32 which is, for example, attached to the seat body 2, the operation lever 42 having an engaging section 41 is pivotally supported in a manner to be rockable. In the meantime, on a second member 31 which is attached to the leg body 1, a plurality of engaging sections 40, 40 and so forth are provided in the relatively rotating direction in a manner to be apart from each other. The operation lever 42 is urged in the direction wherein the engaging section 41 is engaged with the engaging sections 40 by a spring 44. Then, under an engagement-released state, the operation lever 42 is supported movably in the longitudinal direction for the constitution of the chair.
