PROBLEM TO BE SOLVED: To provide a ferritic stainless steel excellent in cold workability, e.g. used for automobile parts such as an oxygen sensor, and precision instrument parts such as a hub and a sleeve of a hard disk, manufactured by cold forging using ferritic stainless steel. SOLUTION: This steel is: (1) a ferritic stainless steel having a composition consisting of, by weight, <=0.05% C, <=1.0 Si, <=1.0% Mn, 10.0-30.0% Cr, and the balance Fe with inevitable impurities having >=60% area ratio of crystal grains with <=200μm circle-equivalent diameter and also having <=50 deg.C Charpy transition temperature, and excellent in toughness, cold workability, and surface texture characteristics after working; or (2) a ferritic stainless steel having the above composition, obtained by applying working such as wire drawing at >=10% reduction of area in the course of a manufacturing process, having the same area ratio and Charpy transition temperature as above, and excellent in characteristics same as above.
