PROBLEM TO BE SOLVED: To provide the subject safe composition free from any irritating odor due to the lower alcohol therein, excellent in hair-dyeing power and stain removal of the surface of the skin, and raised in flash point. SOLUTION: This composition comprises a polyoxyethylene-type nonionic surfactant and a diethylene glycol monoalkyl ether.
