PROBLEM TO BE SOLVED: To provide an apparatus having a compact structure and a method for filling powder in which the powder is rapidly filled with high density into a slender powder container for filling toner, medicines, cosmetics, etc. SOLUTION: The air in the powder 3 is sucked by the negative pressure of an air suction pipe 5 while the powder 3 is fed into the powder container 2, the powder 3 adhered around an air separation unit 8 of the air suction pipe 5 is separated, the powder 3 is prevented from entering the air suction pipe 5, and the powder container 2 is pressurized by a pressurizing means 7 to improve the filling density. In addition, the air suction pipe 5 and a hammering apparatus 7a are moved step by step or continuously synchronous with the filling amount of the powder container 2.
