PROBLEM TO BE SOLVED: To provide a protective film peeling device capable of easily and certainly peeling a protective film from a work such as a plastic substrate and its method. SOLUTION: In a film peeling mechanism 3, a fixing plate 31 is moved down by a two-axis robot 34, and a work pressing plate 32 fixed to a position separated by a certain distance from the fixing plate 31 is stopped when it contacts with the work WA having the protective film. Then, an air blasting device 2 rotates a rotor 21 slowly and clockwise with a rotation driving mechanism (not shown) a plurality of times while blasting very strong air from an air blasting outlet 21a of the rotor 21. Thus, the protective film F peels from a work W at a corner of the work WA to form a starting part. The starting part of the protective film F formed in such a manner is clamped between a work pressing plate 32 and a clamp plate 33, and perfectly peels the protective film F from the work W of the work WA.
