A private key, a digital certificate and member information about the user are downloaded (b2) into the storage device of an information home electric appliance (100) by performing initial user registration from the SSL-adaptive browser of the information home electric appliance. When the user selects a commodity on the SSL-adaptive server of a card affiliate store and issues an instruction to purchase it (c1), identification of the user is performed locally in the information home electric appliance according to the identification number of the user. The information home electric appliance accesses an SSL-adaptive settlement server (220) (c4) and transmits a digital certificate and member information stored in the appliance. Mutual authentication between the user and the settlement server is performed, and the settlement is approved by an approval gateway (241) based on the member information (c5).
