PROBLEM TO BE SOLVED: To facilitate an on-site work by avoiding wiring replacement which eliminates an idle terminal. SOLUTION: In the generation of a connection table, the number of normal generation of connection tables is compared with the total number of meter terminals to be connected on the basis of the result of generation of the connection table for all terminals. When both are coincident, the absence of a meter terminal response is not discriminated to be an error.
