PROBLEM TO BE SOLVED: To provide a method and device for generating index images that can generate index images capable of properly representing the contents of entire video images, even when a limit is placed on the number of the index images and can improve retrieval efficiency with indices having low level of redundancy. SOLUTION: The device for generating index images consists of an image memory 2 that stores images sequentially received, an image feature extract section 3 that extracts the features of the stored received image, an image feature storage section 4 stores the extracted image feature, an index image adaptability discriminating section 5, that detects that the received input image includes prescribed information from the extracted image feature and discriminates whether the received image is adaptive to the index image, an index image selection 6 that compares the adaptive received image with a plurality of the index images having already been stored and selects the index images, so as to reduce the redundancy of indices, an index image storage control section 7 that stores the selected index image, and an index information storage section 8 or the like that stores attached time information of the index images and image features or the like.
