PROBLEM TO BE SOLVED: To simplify the operation mode setting of a TA in the case of performing no-ringing communication utilizing a caller number notifying function with respect to a terminal network controller connected to the TA analog port of an ISDN. SOLUTION: PB signal operation procedures for setting the operation mode of the TA according to a PB signal are stored in a memory 114, a PB signal transmitting means as a dialing means for a terminal call-out transmits the PB signal stored in the memory 114 and sets the operation mode of the TA 41. The PB signal operation procedures corresponding to a plurality of type of TAs are made in the memory 114, an instruction is outputted from a center system and a setter by communication even through the TA types of a user are changed in the middle of operation and a new TA operation mode is set.
