PROBLEM TO BE SOLVED: To confirm whether the usable band of a user is more than a prescribed value B or not even in the condition the use band of the user already exists (the traffic of the user flows). SOLUTION: First of all, the use band of the user is measured and it is confirmed whether the usable band of the user is more than the prescribed value B or not. When the use band of the user is less than the prescribed value B, load traffic is applied toward a user device, the use band of the user is measured while including the load traffic and it is confirmed whether the usable band of the user is more than the prescribed value B or not.
