PROBLEM TO BE SOLVED: To suitably assign line resources to communication services so as to dynamically make correspondent the kinds of communication services and lines corresponding to communication conditions. SOLUTION: Any one of plural lines 16a, 19a and 25a is dynamically secured and plural communication services such as facsimile transmitting, facsimile receiving, speaking, data communication are asynchronously and parallel executed. In that case, the start of the communication service is limited so that the number of lines, which is predetermined for each of communication services, simultaneously usable for that communication service cannot exceed an upper limit. The upper limit in the number of lines usable for each of communication services can be set through a suitable user interface using a display 7 and an operate key 8 or the like by a user.
