An assembly for cleaning car wash water effluent has one or more biological treatment stages and a holding tank. The assembly incorporates especially a basket made of a non-rotting water-permeable envelope. The envelope holds a charge of biological material acting as the substrate for a colony of pollutant-reducing microbes and is positioned within the holding tank in contact with the water under treatment. An Independent claim is included for a process in which the car wash effluent water is first biologically treated, oxygenated (5-6 mg oxygen per liter) and then passes through a sludge trap to the holding tank, where it flows through the plastic baskets coming into contact with the bacteria culture. Preferred Features: The basket is a closed plastic net bag with a lid attached to the bag by a zip fastener. The bag hangs from a frame resting on the holding tank base. The frame is assembled from a pre-fabricated kit. The biological substrate material is a mixture of high-porosity extruded carbon and plastic extruded in cylindrical form approximately 2 cm long and 12-15 mm in diameter.
