PROBLEM TO BE SOLVED: To make a monitor and control apparatus operable as a monitor and control system with a reduced function, even when the apparatus stop its operation by distributing the processes concentrated on the apparatus. SOLUTION: The monitor and control apparatus 11 is provided with a state information fetch means 22 for one or more apparatuses 12 to be monitored and controlled by an agent. When the monitor and control apparatus 11 needs to fetch the state information on these apparatuses, the state information fetching means 22 is transferred to these apparatuses via a communication network to fetch the state information on these apparatuses. After fetching the necessary information, the state information fetching means 22 is returned to the monitor and control apparatus 11, so as to input the obtained information to the monitor and control apparatus via a state information inputting means 26.
