PROBLEM TO BE SOLVED: To provide a vehicle detecting device and a vehicle managing system adapting the device, by which an arrangement work is easily performed and a sensor is prevented from being broken by a kicked-up pebble, etc., when a vehicle is parked. SOLUTION: An impulse radar 1 for receiving transmitted electromagnetic wave to detect the existence of an object is arranged in the vehicle detecting device 30. Two blocks constituting the device 30 are formed by concrete or a hard resin and do not disturb the transmission of electromagnetic wave. Since the impulse radar 1 is covered by the block, a sensor surface is prevented from being damaged by the pebble, etc., kicked-up by the vehicle. Moreover, a pole or an arm, etc., for attaching the sensor for detecting the vehicle is not required so that the arrangement work is easily performed.
