PROBLEM TO BE SOLVED: To properly discriminate whether a motion vector in each mixed signal is reused or a new motion victor is generated in the processing where two or more video signals are mixed and the mixed signal is compressed. SOLUTION: A 1st border area surrounding a par partially based on a 1st input video signal with a prescribed margin and a 2nd border area surrounding a part partially based on a 2nd input video signal with a prescribed margin are defined, and all motion vectors that are decided to refer to any of an image area on the basis of other input video signal at least at a prescribed ratio, the 1st border area and the 2nd border area are not used for the compression processing of an output synthesis video signal but a new motion vector is generated.
