PROBLEM TO BE SOLVED: To provide an optical disk and an optical disc recording/reproducing device which effectively use VBI data multiplexed with a video signal. SOLUTION: A video object (VOB) consists of plural VOB units (VOBU), and each VOBU includes a control pack (C-PCK) bearing control information is mounted, a video pack (V-PCK), and an audio pack (A-PCK) and has a reproduction time of one second or shorter, and the pack C-PCK indicates display control and the copy control of the VOBU. The optical disk recording/ reproducing device extracts VBI data multiplexed in a vertical flyback time of the video signal and inserts a pack C-PCK bearing control information, which is generated from extracted VBI data, to the head of each VOBU when recording the VOBU. At the reproduction VBI data is multiplexed with a reproduced video signal in accordance with the control information of the pack C-PCK.
