PROBLEM TO BE SOLVED: To provide an electric double layer capacitor having a low-cost constitution with an optimum quantity of impregnated electrolyte which minimizes the internal resistance and requires least electrolyte. SOLUTION: An appropriate quantity of electrolyte to the total pore volume, i.e., the sum of the pore volumes of carbon electrodes 2 and a separator 3 is impregnated to minimize the internal resistance.
